In the United Kingdom's parlimentary system, the opposing coalition or party often refers to itself as the shadow government. Under Barack Obama and previous government expansionist presidents, democracy itself has become the shadow government, the party of opposition laying in wait in the hope that it can take over some day.

President Obama's Aide Shows a Bit of His True Feelings
"Ultimately, this is not about a process, it's about results." So speaks David Axelrod, political strategist to King for Life Barack Obama. Axelrod is specifically referring to President Obama's willingness to rely on Democrats alone to pass health care reform legislation, but it might well have been a campaign slogan. This is a democracy. It is all about the process. But President Obama does not respect that process. He does not respect opposing viewpoints. He will ram his social programs down the throats of Americans, like it or not, unless his own party has the courage to stand for what's right and stop him.
